From February 5 to 6, 2026, the 16^th Working Meeting and 13^th Council meeting of CSBT’s 7^th Standing Council were held in Changchun, Jilin Province.

At the Working Meeting on February 5, ZHU Yongming, President of CSBT, reported on the agenda for the 13^th Council meeting. LIU Jiaxin, Vice President of CSBT, introduced the preparation progress of the 13^th National Congress of CSBT. LIU Qingning, Deputy Secretary-General of CSBT, reported on the arrangements for the 2026 annual work meetings of all branch committees. All participants engaged in discussions on the reports and future work of CSBT.

On February 6, the 13^th Council Meeting was convened. President ZHU and DENG Liquan, Deputy Director of the Jilin Provincial Health Commission, delivered opening addresses respectively. Firstly, President ZHU extended gratitude to all stakeholders for the support and acknowledged the achievements of blood collection and supply work in Changchun. DENG presented an overview of the challenges and corresponding countermeasures in blood industry in Jilin Province, expressing the expectation that the meeting would facilitate the development of the industry. Furthermore, LIU read out the List of Commended Member Units of CSBT, 2025 and the List of Commended Branches of CSBT, 2025, with 45 member establishments and 10 branches receiving awards.

This meeting reviewed the reports delivered by President ZHU, covering the 2025 work summary, 2026 work plan, 2025 financial final accounts, and 2026 financial budget of CSBT, as well as the reports on performance of the president and other officials of CSBT. It also voted to adopt motions such as the Application for Admission of New Members and the Draft Report on Application for Membership Fee Reduction and Exemption. At the end of the meeting, President ZHU urged all council members and supervisors to conduct an in-depth study of the Opinions on Strengthening the Construction of Social Organization Councils, jointly issued by the Ministry of Civil Affairs and the Central Social Work Department in September 2023. He emphasized enhancing awareness and capacity for fulfilling duties, strengthening self-development and external service delivery, and contributing to the advancement of Chinese modernization through the high-quality development of social organizations.
